V27-588 : W17157/1 - LAND ADJOINING CHESTNUT COTTAGES, ALL SAINTS SOUTH ELMHAM

Outline application to construct a dwelling.

The report of the Director of Planning and Building Control reminded members that a decision on the above application had been deferred to enable further submissions by the applicants and agents to be incorporated into the report. The site was a 19th century dwelling sub-divided into two units for farm tenants. Since the last tenant had vacated the applicant had been unable to let the existing property as it stood and felt there was no requirement for such accommodation in the area.

The proposal had been submitted as infill development of an untidy site, but the Director advised that in policy terms it should be regarded as an addition to sporadic development in the open countryside. Seven objections to the application for a new dwelling were reported. The Director recommended refusal as contrary to adopted policy in the Local Plan and reminded members that as such any motion for approval would have to be referred to Planning and Transportation Committee.

Members were divided in their interpretation of whether the site was infill or not. The Ward member advised that there had been cottages on the site many years ago.

RESOLVED

That planning permission be refused to application W17157/1.
