Outline application to construct a car showroom with associated car parking. The report of the Director of Planning and Building Control informed members that Local Plan policy did not specifically allow for car showroom use in the location, but there were material considerations which suggested that such a use would be appropriate. Existing retail uses adjoined the site and lay opposite, and a further site opposite had permission for non-food retail warehouse use. The use would also generate a number of jobs. Wessex Foods, adjoining the site, had objected on the grounds that exhaust fumes and solvents used in the motor trade could affect the taste of food, and traffic generated by the use could conflict with the commercial vehicles from their site. The Director felt that the use would be unlikely to generate significantly more pollution than the car parks at Safeways and the warehouse units. Access to the site was to be from the existing Safeway service road. Environmental Health considered that as car spraying was now carried out in controlled booths this would not adversely affect Wessex Foods. The Director recommended approval subject to conditions and removal of permitted development rights.
Members were concerned that such a large site could be exploited for all facets of the motor trade, and suggested that the outline permission be solely for a car showroom with associated parking.
RESOLVED
That planning permission be granted to application W14202/11 as a Car Showroom with associated car parking, subject to removal of permitted development rights to change to A1 retail use, details of surface water drainage, and prohibition of access direct to Tower Road, access to be via the existing Safeways access road.
