V27-41 : TECHNICAL COMMENCEMENT OF PLANNING CONSENTS
The Chief Executive reported receipt of a letter from Suffolk Coastal District Council seeking the Council's support for the following motion to be submitted to the Local Government Association's General Assembly in July 1999. The Director of Planning and Building Control had been consulted and gave his full support.
The text of the motion was: "This Association's new Concordat with the Government for a Better Planning System recognises the crucial role of having a plan led system. The potential achievements of this system, and thereby public confidence in the system, are being undermined by developers being able to keep alive planning permissions for an unlimited time once a `material commencement' has occurred, notwithstanding that the development would prejudice subsequently adopted statutory Development Plan policies. The Government is requested to review the matter of planning commencements and completions to ensure that the statutory development Plan policies are not undermined by extant planning permissions which site developers have chosen not to complete for long periods of time". RESOLVED
That the motion of Suffolk Coastal District Council on Technical Commencement of Planning Consents to be submitted to the Local Government Association's General Assembly be supported.
