The report of the Director of Planning and Building Control was considered as a matter of urgency, under the statutory provision accorded to the Chairman, because, if the recommendation was approved, sufficient time would be required to alter the Section 106 Agreement before the proposed aerobatic display at the end of July.

The use of the above airstrip was regulated by a Section 106 Agreement that the number of flight movements must not exceed 60 per day and that no aerobatics displays or public air events must take place. The new operator of the site had requested a temporary relaxation for a doubling of the movements to 120 per day for three weekends, and a dispensation of the no aerobatics clause to allow display teams for the Lowestoft Air Show to practice on the day before the show. The Director felt the request to be reasonable, although the events could, in theory, attract up to 60 aircraft which may create an unacceptable level of activity.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to make a temporary relaxation of the Section 106 Agreement controlling the use of the airstrip at Ellough Airfield to allow up to 120 flight movements per day for three weekends during 1999, and to permit aerobatics on 28, 29 and 30 July 1999.

The meeting was concluded at 9.50 pm.
