ST JAMES SOUTH ELMHAM

Application to construct four dwellings with garages and access road.

The report of the Director of Planning and Building Control reminded members that the above application had been granted on appeal in February 1991, but if submitted today would not be approved in relation to the current Local Plan Policy V3 which restricted development in villages to infill sites. Details for Plot 1 had been approved in 1994, and a trench had been dug in April 1996, and the Chief Executive concluded that this was sufficient commencement of work to keep the permission live. The Director therefore advised that permission must be granted, but that the best possible scheme should be negotiated.

Two of the proposed houses would resemble Suffolk farmhouses, and these would be most visible on the site. The two more compact units would be contained within the built-up area. The layout was spacious, allowing ample landscaping and a large double garage for each property. Visibility splays were acceptable to the Highway Authority, but a proposed pedestrian access to Mill Lane was undesirable.

There was a separate site in different ownership at the corner of the above plot, and the Director felt that discussion should take place with the owner to see whether it could be developed at the same time as the application site, which would be preferable to a separate application for that site coming forward in the future. The Director recommended approval of the application.

RESOLVED

That planning permission be granted to application W7346/16, subject to removal of the proposed pedestrian access to Mill Lane.
