V27-364 : WATER MAIN RENEWAL - CLARE ROAD, FRANCIS ROAD, FIELD LANE AND ST EDM
CRESCENT, KESSINGLAND
The report of the Director of Housing and Environmental Services examined the options for the replacement of a private water main feeding 72 properties within the above roads, which was the responsibility of the Council.
The estimated cost of undertaking replacement of the mains was £117,100.00. Essex and Suffolk Water would adopt the new mains laid in the adoptable roadway and footpaths but all other mains and services would remain the responsibility of the Council. Additional to this work there would be the option to renew pipework to each property from the stopcock into the house at a cost of £375 plus VAT per property. Budget provision was available within the Housing Capital Programme.
Of the 72 properties affected, 27 had been sold under the Right to Buy. Under the conveyances, the owners were liable to pay a proportionate part of the cost of renewing the mains. It was proposed that the cost of installing the adoptable and unadoptable mains be apportioned equally between all properties at a cost of £1,910 inc. VAT. The replacement of pipework from the stopcock to the house would be the owner/occupier's choice, but would cost £375 plus VAT.
RESOLVED
That the Council proceed with the water main renewal at Clare Road, Francis Road, Field Lane and St. Edmunds Crescent, Kessingland, and that the cost of the mains renewal be apportioned equally amongst all affected properties with owner/occupied properties being appropriately recharged.
