V27-338 : RECHARGING UNDER MUTUAL EXCHANGES

The report of the Director of Housing and Environmental Services reminded members that current policy stated that any tenant undertaking a mutual exchange was required to inspect the property they were moving into and sign a declaration that they were satisfied with the property and accepted it in its current condition.

A case had recently arisen where a property had been found to need extensive electrical work because of illegal wiring carried out by previous tenants of the property without permission, and the house deemed unsafe. The current tenant was legally responsible for the work as she had exchanged into the property. However, three different people had held the tenancy since 1987 and it was impossible to establish who was responsible for the various repairs.

RESOLVED

1. That the current practice in relation to mutual exchanges be endorsed, with an amendment to the mutual exchange application form, including a recommendation that electrical wiring be checked by a qualified electrician.

2. That the recharge for electrical work at 83 Hollingsworth Road, Lowestoft, be met by the Council.
