V27-2 : ELECTION OF CHAIRMAN
Councillor Bostock proposed the nomination of Councillor Taylor, which was duly seconded. On being put, it was
RESOLVED
That Councillor Taylor be elected Chairman of Waveney District Council to hold office until the Annual Meeting in 2000.
Councillor Taylor made a Declaration of Acceptance of Office as Chairman. Councillor Taylor in accepting the chairmanship of the Council reflected back to his late teens when serving as a regular soldier, it had been instilled in him not to volunteer for anything and therefore he found it very difficult to establish how he got himself into this position. In mapping out his forthcoming year the theme of change would clearly dominate the Council's business. In supporting the Government's principle of lifelong learning Councillor Taylor felt it was important that the modernisation of local government was supported and importantly that outdated legislation be changed to influence the way local councils managed their work.
He expressed how he felt mixed emotions of humility, pleasure and apprehension but expressed how proud he was to become an ambassador for the Council. He admitted that speechmaking was not one of his best talents but would endeavour to do his best. During the last year as Vice-Chairman he expressed his gratitude and appreciation for the support of his wife Carol and family in carrying out his duties.
In concluding Councillor Taylor reminisced on how he was born in Kirkley and raised and educated in Bungay and how he now represented all the villages between Beccles and Carlton. As a consequence he had been described as a Waveney-arian, and although not familiar with the expression, he promised to chair the Council as a Waveney-arian with an iron fist in a velvet glove. Councillor Taylor looked forward to a busy year and thanked Councillors for the confidence and trust they had placed in him and the privilege he felt in serving the Council as its Chairman.
