V27-195 : W11967/20 - ROSEDALE SURGERY, 3 ASHBURNHAM WAY, CARLTON COLVILLE
Application for single and two storey extensions.
The report of the Director of Planning and Building Control outlined a proposal to create a two storey wing on the side of the above existing surgery and a single storey wing at the back. The two storey element would stand to within approximately 1.5 metres of the gardens of the nearby houses, and would be intrusive from their rear windows. The agent was reluctant to consider revising the design, although moving the two storey element to the back or to the other side would significantly reduce the impact on nearby residents and retain the original style of the building when seen from the road. Additional car parking was provided on the Somerfield car park by agreement with the owners.
The Director recommended deferral of the application to negotiate an amended design, with the Director being given delegated authority to refuse the application if the applicant was not minded to change the design.
RESOLVED
1. That consideration of application W11967/20 be deferred for negotiation of an amended design having less impact on nearby residents.
2. That in the event of no improved design being negotiated, the Director of Planning and Building Control be given delegated authority to refuse planning permission to application W11967/20.
(Councillors T. Carter and Hinton declared an interest in the above item and left the room during the debate).
