Application for change of use from agricultural farm building to antique workshop and creation of gravel drive.
The report of the Director of Planning and Building Control outlined a proposal to convert an existing outbuilding into a workshop for the restoration of antique furniture. The proposed use accorded with Local Plan policy E4, supporting diversification of the rural economy provided there was no materially adverse impact on the character or quality of the landscape and open countryside. Policy E6 favoured light industrial or commercial use of existing buildings within the open countryside, subject to conditions. The Director felt the location of the building, being remote from the group of buildings associated with School Farm, could give rise to access and traffic problems, and use of power tools in the workshop could cause disturbance to neighbours. However, conditions could largely forestall these potential difficulties and he recommended approval. Members concurred with this view, but felt that the workshop should be linked to the property to prevent it being sold separately, via a Section 106 Agreement. RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W15142/4, subject to conditions restricting the use to the applicant, limiting times of working, providing screening/landscaping and preventing direct retail trade taking place from the site, and a Section 106 Agreement linking the workshop to the residential property.
