V27-183 : W2863/28 - NORTH QUAY RETAIL PARK, PETO WAY, LOWESTOFT
Application to allow general food and drink use - variation of Condition 3 of W2863/25. The report of the Director of Planning and Building Control reminded members that planning and local plan policy recommended that any major new retail investment should be resisted if it was likely to compete with or divert investment from the Station Square scheme.
A retail warehouse had been approved on the above site on the corner of the North Quay development in 1993, and in 1998 a quarter of the unstarted building had been approved as a base for making and delivering pizzas, subject to no takeaway sales or sit-down meals on the premises. The landowner now wished to broaden that consent to unrestricted A3 use, which would allow any type of restaurant, cafe, pub etc.
The Director felt that the site was sufficiently close to the Station site to reduce that scheme's viability, and recommended refusal.
RESOLVED
That planning permission be refused to application W2863/28.
