Outline application for residential development.
The report of the Director of Planning and Building Control concerned an outline application to construct nine detached units accessed through the main housing site to the east, which had yet to be submitted and agreed. A tree and landscaping survey of the site had been requested, and this could restrict the scale of development possible on the parcel of land. A neighbour had objected on the grounds of loss of sunlight, highway danger, boundary treatment and that the development was not revealed on his land search. The Director felt that loss of sunlight would not be an issue, boundary treatment would be required with any approval, and searches only applied to the curtilage of a property. No access would be allowed onto Parkhill so no highway danger would be created.
The Director considered that some development could be possible on this site, although the landscaping features could restrict numbers. He recommended approval subject to the submission of a tree and landscaping survey, the imposition of appropriate conditions and the successful completion of a Section 106 Agreement covering financial contributions towards play equipment on a proposed play area within the main Parkhill site. RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W4455/2, subject to the submission of a tree and landscaping survey, the imposition of appropriate conditions and the successful completion of a Section 106 Agreement covering financial contributions towards play equipment on a proposed play area within the main Parkhill site.
