Application for change of use of one room to office.

The report of the Director of Planning and Building Control advised that this was a retrospective application as the applicant had been operating a personnel recruitment business for over a year in the dining room of the above house. The applicant employed one part time and three full time staff, with an average of one visitor to the office per week. Office hours were Monday to Friday 9.00am to 5.30pm. There was parking provision for two cars in the rear garden, and at least two cars parked on Orchard Close.

Policy E7 of the Local Plan stated that working from home was acceptable subject to no adverse effect on the amenities of nearby residents or the character of the area. The use created some additional off-street parking, and some concerns had been raised about cars parking too close to the junction, but this had been resolved to some degree with the use of the rear garden for two cars. The Director felt that on balance the proposed use was acceptable and recommended approval personal to the applicant.

Members concurred with this view, but felt that approval should be given on a temporary basis.

RESOLVED

That planning permission be granted to application W11644/1, personal to the applicant and temporary for three years.
