Application for residential development of 83 dwellings and garages, through road, construction of soak lake and roadworks to Dukes Drive.
The report of the Director of Planning and Building Control reminded members that he had been given delegated authority to approve the above application at minute V26-1409, subject to conditions. Members had also requested that officers use their best endeavours to achieve the re-alignment of the proposed through road at Chediston Street, and alterations to the proposed junction between London Road and Dukes Drive.
Members were happy to accept the existing junction arrangements between London Road and Dukes Drive. However, members were concerned that the applicant did not have control of the land required in order to achieve the appropriate engineering standards of design at the junction between Chediston Street and the proposed new road. This was despite the fact that the County Highway Authority was confident that a gateway feature could be designed and built on Chediston Street to the immediate east of the new junction, which would discourage through traffic from driving into the town centre. Members were therefore minded to seek the new alignment, which if necessary would involve an increase in the number of dwellings to cover the cost of land acquisition.
The applicant was also concerned that the through road was required by either the expiration of three years from commencement of development or the occupation of 50 residential units. He requested that this threshold be revised to occupation of 60 units. Members were minded to approve the recommendations, but requested management by Suffolk Wildlife Trust and Halesworth Partnership Environmental Group of the balancing pond be added to any proposed Section 106 Agreement.
RESOLVED
1. That if realignment of the Chediston Street new road link can be achieved without the purchase of additional land, the Director of Planning and Building Control be given delegated authority to grant planning permission to application W14372/7, subject to the imposition of appropriate conditions, the successful completion of a Section 106 Agreement covering the provision of a play area and equipment etc, completion of the through road by either the expiration of three years from commencement of development or the occupation of 60 residential units, whichever was the sooner, and on balancing pond management.
2. That should it be necessary to purchase additional land to secure the realignment of the Chediston Street junction, the application be brought back to Committee to consider a further small scale development.
