V27-1541 : W/564290 - RETIREMENT OF LAURENCE MONKHOUSE

The meeting had been the last that Laurence Monkhouse, Director of Planning and Building Control, would attend as his retirement was the following day. A presentation to Laurence took the form of a light hearted debate on whether he should be allowed to retire or not. The Chairman took members through a specially prepared `item', which involved `policies' RPG3, RPG7 and RPG12 from `latest Government guidance'. RPG3 related to those who were not going to be a burden on society; RPG7 related to tourism and whether the applicant remaining in his post could be an attraction; RPG12 referred to Inland Waterways and whether keeping the applicant in his post would save them from the environmental effects of steam boats.

Members voted unanimously that on balance Laurence be allowed to retire and he was presented with a rare video of the River Waveney from Source to Sea. Laurence thanked members and expressed his sheer enjoyment of the last 25 years at Waveney. He felt `we', referring to the officers and the Committee, and its predecessors in the guise of Planning Area Sub-Committee's 1, 2 and 3 and the Lowestoft and Rural Planning Sub-Committees, had done sterling work over those years. Policies had been set, tested, challenged and broken, even his last meeting had proved that `the book' could not always be applied.

The meeting was concluded at 11.10pm.
