Application for change of use to retail and storage use.

The report of the Director of Planning and Building Control detailed an application to extend an existing retail area of 189 square metres by 418 square metres with the use of an adjacent property. The Director felt a 200% increase would be contrary to both policies E2, existing industrial areas and adjacent sites, and SHO4, retailing on industrial areas, of the adopted Waveney Local Plan, and therefore recommended approval.

All members declared receipt of lobbying material from the applicant. Members felt that so many retail precedents existed that the policies were now outdated in this area. This was an established firm, the existing size of which, let alone the proposed size, could not be accommodated in the town Centre. Members agreed that the Waveney Local Plan Panel should be asked to take this into consideration at their ongoing review. The Chairman advised members that any motion of approval would need to be referred to whatever Committee was to take Planning and Transportation's place, as a departure from Policy.

RESOLVED

That application W2397/11 be referred to the appropriate Committee dealing with planning policy, as a departure from policy, with a recommendation for approval.
