Application for construction of 69 dwellings with associated works, garages, parking and open space.

The report of the Director of Planning and Building Control outlined an application for development of the above site. The Director had been given delegated authority in 1998 to grant permission for 80 dwellings subject to conditions. However, the legal agreement did not come to fruition and the original applicant no longer had an interest in the site.

The present application was for 69 dwellings with access to the site via Deepdale. The proposal included a large play area/open space, and density would be 24 dwellings per hectare excluding the open space. One objection had been received concerned with temporary access through Swallowfields. The Director felt the scheme fulfilled the aims of the Development Brief and was acceptable, subject to the construction of appropriate on-site surface water attenuation measures and fulfilling the requirements of a Section 106 Agreement.

Members expressed concerns at the construction of the play area on a former landfill site and sought reassurance on the proposed water attenuation measures. The Director assured members that the landfill site was an extremely old one and risk of gas escape was now minimal.
However, members were less satisfied with the attenuation measures in view of the surface water ultimately ending up in Kirkley stream, and although happy with the layout, they required further assurance on the surface water issue and deferred decision pending the findings of the Anglian Water model.

RESOLVED

That application W11123/33 be deferred to the next meeting, in order that the results of the Anglian Water model for Kirkley stream can be reported.
