V27-1477 : LAND OFF HIGH STREET, KESSINGLAND

The report of the Director of Housing and Environmental Services informed members that in July 1999 the Development Control Committee approved the development of 38 dwellings and garages at High Street, Kessingland, which was linked to the prior completion of a Section 106 Agreement including the provision of on site affordable housing.

Both the owners of the site when outline planning permission was granted in 1992, Norfolk Homes, and the present owners, Badger Building, requested that the requirements for on site affordable housing be replaced in lieu of a commuted sum for off site provision. At the time the requests were refused.

Following the decision of the Housing and Environmental Services Committee to accept a commuted sum for off site provision of affordable housing in respect of the Persimmon Homes site at Carlton Hall Farm, the request from Badger Building in respect of the High Street, Kessingland site was reviewed.

It was now considered that the most appropriate form of provision in the circumstances of this case was to accept a commuted sum, in lieu of on site provision, to fund affordable housing development. Badger Builders Ltd were happy to make such a commuted payment and the Director of Planning and Building Control had no objection to the change.

RESOLVED

That the development of the site at High Street, Kessingland proceed on the basis that a commuted sum will be paid in lieu of on site affordable provision to fund affordable housing on alternative sites in Kessingland in the vicinity of Clare Road, or failing their availability, on land not now needed as part of the South Lowestoft Relief Road corridor.
