V27-1381 : LAND BEHIND "THE GRANGE", THE STREET, ST JAMES SOUTH ELMHAM

UNAUTHORISED CARAVANS

The report of the Director of Planning and Building Control advised that a number of complaints had been received concerning unauthorised activities at the above site. Since acquiring the property the current owner had installed three caravans and built a substantial single storey blockwork extension to the existing agricultural buildings. A number of animals were kept on the premises. If the buildings were being used as stables, planning permission would be needed for change of use. The owner had his mail delivered to the site, and was listed at this address in the electoral register.

A Planning Contravention Notice was served on 30 March 1999, to which the owner replied claiming that the site was being used for agricultural and husbandry purposes only. He denied knowledge of any unauthorised building work, and gave his home address as "The Grange", St James South Elmham. A meeting to discuss the matter further with officers had been cancelled by the owner, who promised to write giving more details. He had so far failed to do so, and operations on site had continued sporadically in the meantime. The Director concluded that the site was being used for unauthorised residential purposes.

RESOLVED

That the Chief Executive be authorised to instigate enforcement proceedings and to take all pursuant action against the unauthorised caravans on land behind "The Grange", The Street, St James South Elmham.
