V27-1380 : A/W646/4 - LAND EAST OF ROUNDABOUT, NORTH END OF COPLAND WAY, NORTH

Application for erection of information panel.

The report of the Director of Planning and Building Control outlined a proposal for an information panel consisting of two boards, each ten feet square, attached to a triangular framework of metal posts cemented into the ground, to be erected on land adjacent to the A146 on the east side of the roundabout. In this position the signs would be clearly visible to traffic using the A146 in both directions.

The Highway Authority did not wish to restrict the granting of permission for signs in this location, however the Director felt the large size of the proposed signboards and their obtrusive position would result in a feature which was distracting for drivers and intrusive in the landscape. A previous application was refused in December 1989 for the same reasons, and the Parish Council recommended refusal. Although the applicant had now agreed to reduce the size of the boards to six feet square, the Director felt that the industrial estate was already sufficiently signed from the road, and that approval of this application could set a precedent. He recommended refusal.

RESOLVED

That planning permission be refused to application A/W646/4.
