Application for two storey rear extension.
The report of the Director of Planning and Building Control outlined a proposal to set a first floor extension on top of an existing, flat roofed ground floor extension, although not to the end of the existing extension. The property was at the end of a terrace, and the main consideration was the impact on the adjacent neighbouring properties. The neighbour immediately to the north-west objected to the original plans due to loss of light to ground floor windows, overlooking and general impact. The neighbour had been reconsulted on the amended plans, which reduced both eaves and ridge heights by one metre, and still objected.
The ground level of the objector's property was one metre lower than the application site, and as such the original application would have resulted in loss of direct sunlight. However, whilst the amended plan would still create an increased loss of sunlight to and outlook from the neighbour's ground floor windows and patio area, this increase was now considered to be marginal in planning terms. The applicant also proposed to obscure glaze the side windows to the extension, and the Director recommended approval.
Before commencement of the debate, Councillor Thorne declared that he had visited the objector together with a planning officer. Councillor Gower had visited both the applicant and the objector, with the knowledge of the planning officer. Members considered that they could not gauge the impact of the proposed extension on the neighbour through photographs, and wished to attend a site visit.
RESOLVED
That a site visit be held at the location of application W2071/2, and attendance be authorised as an approved duty.
