Outline application for development of four dwellings.
The report of the Director of Planning and Building Control advised that permission had been refused in January 1989 to construct four dwellings on the above site as at that time no more than four dwellings could be served from a private drive, as well as layout and access problems and the prejudice of future development of the area as a whole. Guidelines for shared drives now allowed a maximum of five houses.
The site formed the large rear garden of 289 Yarmouth Road, which was adjacent to part of the newly completed Parkhill housing development. The garden was surrounded by mature trees and hedges, and was at a considerably lower level to the surrounding area, but was large enough to take the four extra dwellings. Three objections had been received concerned with development decreasing the value of property, loss of outlook and tranquillity. The consultation period would expire on 17 March 2000. The Highway Authority had no objection provided the required visibility could be achieved.
The site was close to the junction with the roundabout on the A12, and additional traffic to and from the site was likely to interfere with the safe free flow of traffic on this part of the A12. It would also be difficult to achieve the required visibility splay as it would involve maintaining the visibility line on land not in the ownership of the applicant. The character of the area and the effect on the adjacent residential properties would be harmed, and this backland development could also set an unacceptable precedent and pressure for future developments in the area. The Director recommended refusal.
Before commencement of the debate, Councillor Devereux declared that he had met the owners on site, and had also received correspondence on the application. Members found the layout to be good use of an open site, and since the original refusal that section of the A12 had been limited to 30mph and a roundabout built which slowed down traffic. Provided sightlines were acceptable to the Highway Authority, they wished to approve the application.
RESOLVED
That planning permission be granted to application W2228/5, subject to visibility being to the satisfaction of the Highway Authority.
