Application to construct five houses with associated car parking.
The report of the Director of Planning and Building Control had been deferred at the last meeting of the Committee for further consideration on the level of car parking demand. Three letters of objection had been received to the original plans concerned with the size of houses, overcrowding, car parking, noise and privacy, and the neighbours had been re- consulted on the amended plans, which had attracted two objections concerned at the need for more permit spaces to be created in Hervey Street. This could be addressed by the Director of Community Services. The new objections were also concerned at the number of bedrooms in the new houses, being two four-bedroomed properties and three three- bedroomed ones, but the houses were suitable for family occupation and would have substantial gardens.
The application was to demolish the existing warehouse/workshop and erect five two-storey dwellings. The density and layout was acceptable, and overlooking had been minimised. The rear boundary wall abutting properties on Hervey Street would be maintained at 2.4 metres. Only five off-street car parking spaces would be provided, but given the town centre location and availability of permit parking in the area, this was considered acceptable in this instance. The removal of originally proposed car parking spaces between two houses in Hervey Street had resolved residents' concerns regarding a proposed passageway from these spaces, which had now been deleted.
The use of the site for new backland development did not strictly accord with Local Plan policy, however re-development would ensure the removal of a non-conforming commercial use in this already high density residential area. The new dwellings would not be any more dominant on the site than the existing buildings, and would not result in unacceptable loss of privacy. The Director recommended approval.
Members concurred with the Director's view, but wished to see a secure cycle storage facility on the site.
RESOLVED
That planning permission be granted to application W11727/6, subject to the provision of secure cycle storage.
