Outline Application for the construction of five, two storey office blocks with associated parking and landscaping.
The report of the Director of Planning and Building Control considered the merits of a scheme aimed at "high-tech" companies with a provision of up to 5,000 square metres of office space. The scheme was felt to conflict with Policy E5 of the adopted Local Plan relating to industrial development in the open countryside, and Policy E2 which identified a number of existing industrial areas, and recommended refusal. The Director felt an exception to planning policy could only be appropriate if evidence of strong need for such a development could be put forward. The Economic Development Unit felt such demand did not currently exist in this area.
Before commencement of debate, all Councillors declared receipt of a letter from the applicant. Members were divided in their views as to whether this area could now be regarded as open countryside, or if, with the nearby housing development underway, it should now be regarded as an ideal edge of town brownfield site, which the government were currently promoting. It was felt in accordance with the Council's priority on job creation, any such avenue should be explored.
RESOLVED
That application W1180/30 be referred to Planning and Transportation Committee, with a recommendation for approval, as a departure from the adopted Waveney Local Plan, with appropriate conditions on car parking for, and entrance to, the East Anglian Transport Museum.
