V27-1322 : W18/22 - SALVESEN FOOD SERVICES, MOBBS WAY, OULTON
The report of the Director of Planning and Building Control reminded members that at the previous meeting he had recommended the issue of planning permission W18/22 for extensions to the existing processing factory, without being tied to a Section 106 Agreement concerned with managing the associated off-site HGV traffic. For legal reasons this could prove impossible to monitor or enforce, and in practice the only location of concern was Somerleyton Road. Members were advised instead to rely on the control available to them year round, by way of imposing weight restrictions on Gorleston Road and then allowing limited exemptions to this for Birds Eye Walls and Salvesens. Members deferred, however, because a member working party was due to meet shortly afterwards to discuss the exemptions.
The Working Party's decision was to accept exemption in principle with details within certain limits, to be discussed by officers with Birds Eye Walls and Salvesen Food Services. Progress on these negotiations was for 60 vehicles per day, 30 each way. In the meantime the extension was being built and Salvesens were understandably nervous about not yet having a formal, written consent. Nevertheless, the appropriate mechanism for off-site traffic management remained the weight restriction/exemption system. It was not necessary to hold up the issue of permission for this important development as the means to control the traffic were separate from the planning process.
RESOLVED
That planning permission be issued to application W18/22 without controlling off-site traffic via a Section 106 Agreement.
