Development Control - 20/10/99

V27-1320 : W5269/9 AND /8 - 44 UPPER OLLAND STREET, BUNGAY

Application for retention of two satellite dishes and listed building consent for retention of two satellite dishes.

The report of the Director of Planning and Building Control outlined two neighbour objections to the above applications and advised that the site was within the curtilage of a grade two listed building in the Bungay Conservation Area. Planning permission was required for the erection of satellite dishes over 70cm in diameter, and for the installation of more than one dish on a private property. Listed building consent was also required for any works which might affect the character and setting of a listed building.

Neither planning nor listed building consent had been sought or given before these dishes were installed, and the applications were being made retrospectively to retain them. The small black mesh dish was unobtrusive and did not adversely affect the setting of the listed building or the amenities of the neighbouring properties. However, the large light coloured dish was visually unacceptable and inappropriate in this setting. Listed Building Consent would be required to retain a single smaller dish, but this would probably be acceptable if reasonably inconspicuous. The Director recommended refusal and enforcement against the larger satellite dish.

RESOLVED

1. That planning permission and listed building consent be refused to applications W5269/9 and W5269/8 respectively.
2. That the Chief Executive be authorised to take all pursuant action, including enforcement, to secure the removal of the larger, light coloured satellite dish at 44 Upper Olland Street, Bungay.
