Application for change of use to art/craft gallery with cafe facilities. The report of the Director of Planning and Building Control advised that the Town Council recommended refusal of the above application due to concern at the loss of a shop/retail outlet, inappropriate use and lack of information regarding disposal of waste and smells. The premises would be primarily used as a gallery, selling paintings and other local artists' work, and the cafe would be a service to enhance the informal nature of the gallery, providing a meeting place for people who enjoyed the general atmosphere of the gallery. The intention was to sell teas, coffees, sandwiches and light lunches, but not fried or grilled food and the applicants did not therefore anticipate requiring any extractor flues. The Director recommended approval.
Members concurred with that view, but were concerned that the cafe part of the application should not be allowed to expand, but should remain ancillary to the art gallery. They also required food disposal details to the satisfaction of the Director.
RESOLVED
That planning permission be granted to application W17375, subject to the food use remaining small scale and ancillary to the use as an art gallery, and receipt of food disposal details to the satisfaction of the Director of Planning and Building Control.
