ILKETSHALL ST ANDREW

Application for erection of a farm worker's dwelling and garage.

The report of the Director of Planning and Building Control advised that the principle of a manager's dwelling for the above battery chicken farm was agreed in 1992, but the outline permission lapsed and the present application was a full submission including design and siting. An agricultural appraisal showed a clear need for a 24 hour presence on the site.

The proposed siting was agreed at the previous outline stage to be adjacent to the northern entrance to the farm, about 90 metres away from the neighbour in the original farmhouse, and there would be no serious overlooking. The original submission illustrated a very substantial four bedroomed house, and the applicant was asked to justify this proposal. He declined to do so but instead agreed to delete the rear wing of the house, thereby reducing floor area to a more reasonable 1500 square feet. The building would be a very pleasant design, and the Director recommended approval subject to agricultural occupancy and hedging of the site.
Members agreed with the Director, but wished to see removal of permitted development rights and restriction of use of the garage to garaging and ancillary uses to prevent it being converted to an extension of the house in the future.

RESOLVED

That planning permission be granted to application W15620/1, subject to agricultural occupancy of the building, hedging of the site, removal of permitted development rights and use of the garage only as garaging and uses in association with the house and adjacent chicken sheds.

(Councillor Aldous declared an interest in the above item and left the room during the debate).
