Application for change of use from off licence to cafe/takeaway.
The report of the Director of Planning and Building Control advised that two letters of objection had been received expressing concern about an additional takeaway in the area, increase in vandalism, lack of parking, noise pollution, litter and odour. A petition from over 60 households had also been received raising objection but giving no reasons. The property had been in commercial use for a number of years and retained the original shopfront. Norwich Road was characterised with many original corner shops, all of which were adjacent to residential properties.
In policy terms a cafe/takeaway would be acceptable in this location, however careful consideration would need to be given to the likely impact on the residential amenity of nearby properties including the potential traffic impact. The property would have additional sound insulation and any fume and flue extraction system would be via the existing chimney. The Environmental Health Officer had indicated that this could be achieved, but that further information would be required, and this could be conditioned to any permission. With appropriate conditions relating to noise levels and odour emissions and controlling the hours of operation, the proposed change of use was acceptable. RESOLVED
That planning permission be granted to application W1370/3, subject to appropriate conditions controlling noise, odour emissions and hours of operation.
