Outline application for one dwelling with garage.
The report of the Director of Planning and Building Control considered an application to construct a single dwelling and garage, to which the Parish Council objected due to Green Lane being busy and congested, and concerns regarding sewer provision. Five letters of objection had also been received from neighbours for various reasons including traffic concerns
The building plot, which formed part of the curtilage of 7 Green Lane, had been used in the past as a meadow for grazing horses. Green Lane consisted of a number of residential properties of varying ages. The location was characterised by open areas of land in between residential development, and the application site formed part of one such open area of land, and was a prominent site set on the sloping section of the road.
Careful design would overcome any perceived problems with overlooking, although a back to back distance of 35 metres between the proposed and existing dwellings on Belvedere Drive could not be achievable. Development of the land would lead to a change in character of this part of Green Lane, but was not significant enough to justify refusal. The Director recommended approval.
However, members were unhappy to see this informal, private amenity space developed, and felt this would be contrary to Policy H7. They were also concerned at the unsuitability of Green Lane to take any extra traffic, and were minded to refuse the application. RESOLVED
That planning permission be refused to application W13867/1.
