V27-1306 : W17241/1 - STABLES TO EAST OF LODGE FARM, BARSHAM

Application for conversion of agricultural building to residential annexe.

The report of the Director of Planning and Building Control advised that a previous application to convert the above redundant stable block into a separate dwelling was refused in April 1999 on the grounds that the conversion would detract from the character of the building by introducing new window openings. The proposed use as a separate dwelling was also deemed to be contrary to policy, and at that time it was suggested that an application for conversion of the building to holiday letting accommodation, with minimal alteration to the existing structure and virtually no windows, might be acceptable.

The current proposal was to retain the existing openings in the east side with full height glazing replacing the stable doors. On the west side three openings would be partially infilled to form windows, one roof light inserted and an additional door opening created. Internally some partitions would be removed and others built to achieve the room layout.

The proposed change of use to holiday let accommodation was in accordance with the Planning Department's advice, however in all other respects the scheme was identical to the previous one, so the objections to the detrimental effect of the proposed external alterations had not been overcome. If the applicant could produce an amended design complying with the principle of retaining and re-using only the existing openings to preserve the character of the building, the proposal would be acceptable. The Director recommended approval subject to an amended design for openings in the west elevation, restricted by Section 106 Agreement to use only in association with Lodge Farmhouse.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W17241/1, subject to an amended design for openings in the west elevation, and the completion of a Section 106 Agreement restricting use to that in association with Lodge Farmhouse.
