Application for residential development.
The report of the Director of Planning and Building Control set out an application to develop the above site, which had a 100 metre road frontage and a depth of 50 metres to the rear boundary, beyond which was the floodplain of the Waveney Valley. To the west of the site was a mixture of cottages and workshops, to the east a recent development of retirement bungalows. No objections had been received, although two neighbours queried the adequacy of drainage arrangements. Anglian Water had no objection, although they were aware that the area did have a history of flooding at times of heavy rain. Anglian Water felt that the redevelopment of the site could help to relieve the situation, subject to a satisfactory on-site piped surface water system being installed with an outfall direct to adjoining watercourses. A site visit had recently taken place.
Due to the shortage of industrial land in Bungay a marketing survey had been undertaken, and had concluded that it would be difficult to justify refusal of the proposed change of use. The illustrative layout provided by the applicant was not considered acceptable to the Director. It was felt the buildings should be sited close to Nethergate Street, dispensing with the service road and creating much larger rear gardens in which new planting would achieve a soft transition to the open marshland of the Waveney Valley. The Director recommended approval, subject to low profile frontage development only, and the resolution of drainage issues.
Members were minded to defer consideration of the application for a more acceptable layout and design of properties to be brought before them.
RESOLVED
That consideration of application W929/14 be deferred for negotiation of a more acceptable layout and design of properties for the scheme.
