V27-1298 : W2863/29 - LAND AT PETO WAY, LOWESTOFT

Application for construction of motor showroom and workshops, used car sales showroom, valet and MoT building, vehicle display area, access road and associated parking.

The report of the Director of Planning and Building Control set out the above scheme, the centrepiece of which would be two adjacent franchises for Renault and Honda cars. The site was on the south side of Peto Way, to the west of the North Quay Retail Park roundabout. The scheme would also include a smaller showroom for traded-in used cars, and another for MoT and valeting behind the main dealership building and only visible from the railway. Access was from the existing unused spur off the roundabout, and up to 136 cars could be displayed, plus parking for 46 staff and customer vehicles.

There were no objections to the proposal, and the site, which had long been vacant, was allocated for employment uses in the Local Plan. The proposal would create ten new jobs, and subject to the condition that no form of retailing other than vehicles and motor parts or accessories should take place, and details of frontage treatment and final clearance by the Environment Agency regarding drainage, the Director recommended approval.

Members concurred with that view, but were concerned that access to the western end of the site for future development should not be blocked, and should be wide enough to take commercial/heavy goods vehicles.

RESOLVED

That planning permission be granted to application W2863/29, subject to the following conditions:

(i) no form of retailing other than vehicles and motor parts or accessories shall take place;
(ii) receipt of satisfactory details of frontage treatment;
(iii) final clearance by the Environment Agency regarding drainage;
(iv) retention of an access road to the western end of the site for future development capable of taking heavy goods vehicles.
