V27-1296 : W6866/7 - LAND ADJOINING 13 MILL LANE, CORTON
Application for construction of a detached house and detached garage, approval of reserved matters of outline permission W6866/5.
The report of the Director of Planning and Building Control concerned the above outline permission which had been granted in 1978. This was subsequently renewed in 1996 and details of the siting and dwelling needed to be submitted before 23 September 1999. Details were received on 15 September, and were now before members. A site meeting had recently taken place.
Seven objections had been received concerned with access to the site, congestion in the area, problems for emergency vehicles and loss of character, light, views and skyline. The access to the site could not be re-evaluated as this was agreed at the outline stage. Details of two car parking spaces had been received, one of which could become a garage although this should be sited further into the plot for ease of manoeuvring. At the same time, the existing house should not be deprived of parking space. The front elevation of the house would be onto Mill Lane, although there would be no vehicular access from here. Although the house would be a relatively large dwelling, the overall design was considered acceptable. The Director recommended approval.
In accordance with minute V27-280, a non-member of the Committee, Councillor Thomson, addressed the Committee opposing the application.
RESOLVED
That planning permission be granted to application W6866/7.
