Application for replacement building to provide additional sleeping accommodation.

The report of the Director of Planning and Building Control advised that two objections had been received to the above application concerned with new building in the countryside, traffic generation and safety and demand for water. The Highway Agency had directed refusal of the application due to increased use of a sub-standard access onto a fast rural dual carriageway.

Planning permission had been granted in 1998 for conversion of an outbuilding to provide a bedroom annexe, with a condition that no more than two rooms should be in operation at any one time for bed and breakfast use. The current proposal was to re-build the remaining farm building, which was in too bad a condition for repair, to provide five additional en-suite bedroom annexes to be used in association with the existing bed and breakfast use. This amounted to new development in the countryside and could only be granted subject to appropriate traffic considerations. Quite clearly the Highway Authority was concerned about the proposed additional use of the site, and therefore the Director recommended refusal on highway grounds. A new roundabout was due to be constructed at Rackhams Corner which could have a positive effect on traffic, in which case the applicant would be able to re-submit his application.

Before consideration of the application, all members advised that they had received written lobbying material. In addition, Councillor Hinton had received a telephone call. In his letter to members the applicant advised that he felt the new roundabout would slow traffic down, and he would not open the extra rooms until this was completed. The application would provide accommodation for tourists, who were often sent to him when the nearby Travel Inn was closed, and in addition he directed customers to local establishments for meals.

In accordance with minute V27-280 a non-member of the Committee, Councillor Thomson, addressed the Committee in favour of the application.

RESOLVED

That planning permission be refused to application W11124/10.
