Application for change of use to include sheltered housing, residential and leisure use. W5430/5 - THE BUNGALOW, REYDON HIGH SCHOOL, WANGFORD ROAD, REYDON
Application for extension and alterations.
The above applications were considered together as they referred to the same site. The report of the Director of Planning and Building Control outlined an application to develop the above site with sheltered housing, open market residential and leisure uses. The application would involve the demolition of a number of modern buildings and conversion and extension of the caretaker's house, and would also include a new access point, vision splays and car and coach parking. No objections had been received to the proposal.
The Reydon High School Development Brief 1994 set out the Council's aims for the use of the site with four possible solutions. This application appeared closest to the fourth option. The plans had realigned the boundaries of the sheltered housing area so that it did not encroach upon the playing fields, and additional parking areas, fencing and planting would create a greater demarcation between uses.
The plans now appeared to be in accordance with the Planning Brief and offered a solution which was of balanced community benefit whilst resulting in a practical solution to the site. The Director recommended approval of the development with a detailed application for the residential conversions being submitted. Members were happy to delegate approval of these details to the Director.
The application to extend the bungalow would provide additional accommodation including an orangery and lounge with attached garden. The bungalow would also provide full wheelchair access, and although a large extension there were no immediate neighbours. The Director recommended approval.
In accordance with minute V27-280 two non-members of the Committee, Councillors Langley and Goldsmith, addressed the Committee in favour of the applications. RESOLVED
1. That planning permission be granted to applications W5430/4 and W5430/5. 2. That the Director of Planning and Building Control be given delegated authority to approve details of the residential conversion under application W5430/4, subject to the prior completion of a Section 106 Agreement covering details.
