V27-1262 : DRAFT SUFFOLK HEALTH IMPROVEMENT PROGRAMME YEAR 2

The report of the Director of Housing and Environmental Services considered the draft Suffolk Health Improvement Programme 2000-2001, and set out a number of general comments as part of the consultation exercise.

RESOLVED

1. That the draft Suffolk Health Improvement Programme 2000-2001 (HImP2) document be welcomed, and this Council's commitment to the Health Improvement Programme process be endorsed.

2. That Suffolk Health be advised of the following general comments on draft HImP2: (a) That Local Authorities should be more closely involved in future HImPs, as part of the Community Planning process.
(b) Where necessary, "local HImPs" should be developed to reflect local priorities and needs.
(c) Adequate financial resources need to be made available to meet the targets within the HImP. The current HImP does not always clearly show that resources have been allocated to those areas of greatest need, particularly health inequalities. (d) Clear targets and milestones should be set, in order to measure achievement. Some sections of the HImP are lacking in this aspect and action plans need to be clearly set out.
(e) Greater emphasis should be made in the HImP of the positive and negative influences of businesses on the public health.
(f) A summary overview of HImP2 should be produced, detailing clearly and simply what actions are expected of the various HImP Partners during the next 12 months. (g) The need to retain the local Community Hospitals be stressed along with their role in the green transport/travel issue.
(h) Clear mention of shared/affordable housing for young people should be made. (i) A clear policy for the growth of renal care should be stated.
