V27-123 : CASH INCENTIVES FOR MOVING

The report of the Director of Housing and Environmental Services provided an update on the Cash Incentive for Moving Policy which was adopted in March 1995, and allowed the payment of £1,000 per bedroom in excess of need, for tenants moving to one bedroom flats or bungalows, to a maximum of £3,000.

The policy had not been successful in attracting people to apply for transfer to smaller accommodation who would not otherwise have done so. Despite further advertising only eight payments were made during 1998/99.

It was considered essential to retain the scheme in some form, as incentives to reduce under- occupation and make better use of the stock were considered good practice by Government Office. The Director estimated that between five and seven per cent of the current housing stock was under-occupied in this fashion.

RESOLVED

That the existing scheme be re-advertised with a targeted mailing drop on two or three bedroom properties shown to be in under-occupation and a further report be brought to this Committee in six months time.
