V27-1203 : REVIEW OF MEMBERS' ALLOWANCES
The report of the Chief Executive set out the recommendations of the Members' Allowances Working Party held on 17 February 2000 which considered in detail a report from Dr Declan Hall on the review of the Council's Members Allowances Scheme.
RESOLVED
That the Council implements the recommendations of the Independent Consultant on Members' Allowances with effect from 1 May 2000 as set out in the following recommendations:
(a) That attendance allowances be abolished for meetings on or after that date. (b) That a new Members' Allowances Scheme be introduced from 1 May 2000 comprising a flat rate basic allowance of £2,700 per annum payable to all Councillors and a number of Special Responsibility Allowances.
(c) That the special responsibility allowances be paid in five bands as recommended by the Consultant except that the Leaders of the two main oppositions groups share a Band 3 allowance in proportion to their respective number of members, and that no special allowance is paid to the Deputy Leader of an opposition group. (d) That not more than one third of all Councillors should receive a Special Responsibility Allowance at any one time, and that no Councillor should draw more than one named Special Responsibility Allowance at any one time.
(e) That the Allowances be increased annually in line with the average daily salary for all occupations in the Eastern region as calculated in the New Earnings Survey for April the previous year.
(f) That a Dependant Relative Carers' Allowance be developed to be introduced upon the introduction of the new Local Government Bill.
(g) That further work be undertaken to develop and set performance objectives for the new Scheme which cover the expectations of members, their training and possible sanctions and which come into effect with the new political structure, (h) That the revised Members' Allowances Scheme incorporating the aforementioned changes be submitted to the Policy and Resources Committee on 23 March to meet the formal publication requirements.
(i) That a review of the new Scheme be undertaken within nine months of its implementation.
