V27-119 : SUFFOLK HERITAGE HOUSING ASSOCIATION
PROPOSED DEVELOPMENT AT HOLST CLOSE, LOWESTOFT
The report of the Director of Housing and Environmental Services reminded members that Suffolk Heritage Housing Association had been successful in obtaining funding from the 1999/2000 Housing Corporation Approved Development Programme for 16 units at Carlton Hall Farm under a Section 106 agreement in relation to affordable housing provision. The Council had since negotiated Commuted Sums in lieu of the affordable housing requirement and the land at Carlton Hall Farm was consequently no longer available. It was now proposed to switch the funding to the site at Holst Close, Lowestoft. The site was more expensive to develop than Carlton Hall Farm and would have an additional Social Housing Grant Requirement of £75k. However, this could be met from the initial Commuted Sum from the Carlton Hall Farm site.
In addition, Suffolk Heritage Housing Association were requesting that the Council owned ransom strip at the head of Holst Close, valued by the Director of Central Services at £27k, be transferred at nil value, as purchase would further increase the Social Housing Grant requirement.
RESOLVED
1. That the negotiated Commuted Sums in lieu of affordable housing at Carlton Hall Farm be utilised to allow Suffolk Heritage Housing Association to provide an affordable housing development at Holst Close, Lowestoft.
2. That the ransom strip of land at the head of Holst Close be transferred to Suffolk Heritage Housing Association at nil value.
