Application for relocation of access.
The report of the Director of Planning and Building Control advised that planning permission was granted in 1993 for the erection of two dwellings on the above site with a shared access point. The current application was for relocation of that access to almost opposite the Station Road junction, considerably reducing visibility although remaining just within Highway Authority requirements. A site visit had recently taken place. The existing access point had been carefully negotiated to maintain as much of the protected green frontage as possible, and to be sited as far from the Station Road junction as possible. This had resulted in a shared driveway which passed in front of the first house, and the applicant stated that this had made it impossible to sell the newly erected property. They also stated that they would be willing to renew and improve the existing landscaping on the frontage should permission be given.
Two letters of objection had been received concerned with road safety, and the Parish Council objected due to poor visibility. The Highway Authority had no objection provided street furniture was moved and hedges/trees removed to achieve the required visibility. The proposal would result in the loss of some of the protected trees on the frontage, although the applicant had agreed to re-plant.
The Director felt it would be possible to screen between the house and the drive to achieve the desired privacy and reduce headlight intrusion, and the further loss of two mature trees could not be justified, particularly as the access would not be safer as a result. The proposed new access felt subjectively unsafe, being so close to the railway bridge and the Station Road junction. He recommended refusal.
RESOLVED
That planning permission be refused to application W10110/13.
