V27-1086 : W15761/3 - LAVENDER COTTAGE, 44 GORLESTON ROAD, LOWESTOFT
Application for single storey extension to existing residential care home. The report of the Director of Planning and Building Control advised that the above former residential bungalow was converted into a residential care home in 1993, when a single storey extension resulted in the original bungalow being doubled in size. Under new requirements, four of its five twin rooms would become single rooms, hence the need for additional accommodation. The proposal would extend the existing building by five metres and would also erect a glazed link leading to a further extension measuring approximately 40 metres to create 11 additional bedrooms with en-suite facilities, additional sitting and dining space and a new kitchen. The garden around the building would be extensively landscaped.
The Director felt that a proposal of this size would result in an unacceptable impact on the amenity of the adjacent residential properties, even with screening, and two letters of objection had been received. Although it was acknowledged that the facility was needed, such a large extension would cover almost all of the existing garden area, which would seriously affect neighbours' amenity and be contrary to Local Plan policy. He recommended refusal.
RESOLVED
That planning permission be refused to application W15761/3.
