V27-1081 : W4752/39 - SLP SITE, WILDE STREET, LOWESTOFT

Application for provision of gas engine power plant.

The report of the Director of Planning and Building Control concerned the above site, which formed part of SLP's yard, and where the company undertook large scale fabrication work building accommodation modules for major off-shore oil and gas companies. The proposed new plant would be accommodated within a single building, with the gas engine exhaust outlets mounted on the roof. The plant would supply SLP's site electrical demand when running, with surplus power being exported to the local electricity distribution network. The plant was a prototype and it was anticipated that it would be replicated at other sites in the country and fabricated in Lowestoft.

In planning terms the site was allocated for industrial use and the principle of the power plant was acceptable. However, consideration needed to be given to noise and air emissions. The plant would normally operate between 7am and 7pm Monday to Friday, although it would be used at other times, and it was unlikely that the nearest residential properties would be affected by any additional noise. The Chief Environmental Health Officer had requested additional information, and subject to the air quality and emissions being acceptable and final clarification of stack heights, the Director recommended approval.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W4752/39, subject to the Chief Environmental Health Officer being satisfied with noise and air quality emissions, and final clarification of stack heights.
