Application for conversion to a small cinema.
The report of the Director of Planning and Building Control advised that the above building, currently used as a builders store, lay within the Southwold Conservation Area and was accessed from Blackmill Road via double timber doors. A site visit had recently taken place. The building had no curtilage and was positioned close to the rear of a terrace of houses in York Road. The proposal was to accommodate 67 people over two floors with a box office, kiosk, foyer, WC and organ on the ground floor. At first floor two thirds of the floor would be removed, with the remaining floor accommodating the projection room and 14 seats. Externally the building would have a new front facade.
Five objections had been received concerned with noise and disturbance, increased traffic and lack of parking. The Town Council recommended approval. The Highway Authority considered the proposed use would generate additional traffic into an already congested area and could exacerbate dangers and obstruction to other highway users and emergency vehicles.
The Director felt that, given the location of the building, the majority of visitors would arrive on foot. The walls and ceiling would be lined with sound reducing material, and the organ would be a small electronic keyboard. The building would be used a maximum of 75 days per years and close no later than 10.30pm. The Director felt that conditions would minimise the impact of the use on nearby residents, whilst enabling the local community to use a building which was currently a builders store. He recommended approval subject to conditions.
Members were happy to approve the application, subject to receipt of written confirmation from the Fire Authority that fire safety arrangements were adequate, particularly in respect of the single exit.
RESOLVED
That planning permission be granted to application W269/2 on receipt of written confirmation from the Fire Authority that fire safety arrangements are adequate, subject to conditions on hours of operation, usage, noise and ventilation.
