V27-1079 : W1612/4/1 and W1612/4/2 - NEW CUT MALTINGS, NEW CUT, HALESWORTH

Applications for change of use to an Arts Centre and external alterations. The report of the Director of Planning and Building Control concerned an application to convert the above former maltings into a multi-use arts centre. The building lay within the Conservation Area, and a site visit had recently taken place. Eight letters of objection had been received from neighbours concerned with such matters as increased traffic, lack of parking, noise and general disturbance. The proposal would create 10 new full time and three part time jobs. The Director also reported that following late discussions the applicants had consented in writing to amend their application by dividing it into two applications, one for the use of the top floor, W1612/4/1, and the other for the use of the ground floor, W1612/4/2.

The Highway Authority recommended a traffic order restricting parking in New Cut, together with signage for pedestrians and vehicles, to involve financial contribution from the applicants. The Director recommended approval subject to conditions.

Members were worried about the level of inconvenience that local residents were likely to suffer from visitors to theatrical performances trying to park as near to the venue as possible. They were therefore minded to approve application W1612/4/1 immediately as this did not involve crowds of people. Planning permission for application W1612/4/2 relating to the theatrical performances on the ground floor would be granted to enable the applicants to apply for funding for the proposal, but the permission would not be issued until the parking problems had been remedied. This could entail a Traffic Regulation Order for emergency vehicles only in New Cut and including Station Road and Quay Street, a range of options such as better signage, good stewardship or a Residents' Parking Scheme.

RESOLVED

1. That planning permission be granted to application W1612/4/1, subject to conditions on noise, usage and hours of operation.

2. That planning permission be granted to application W1612/4/2, subject to a condition that no works should be commenced until the resolution of parking problems in New Cut, Quay Street and Station Road by confirmation of a Traffic Regulation Order and implementation of suitable measures to resolve all parking issues.
