Application for residential development.

The report of the Director of Planning and Building Control outlined the above application for a development of 15 plots grouped around two parking courtyards at the western end of the land formerly occupied by Jewsons Builders Yard in Nethergate Street. Four different dwelling types would be used, each being one and a half storeys in height. No objections were received to the proposal, although there was a history of flooding at times of heavy rain. Anglian Water felt the redevelopment of the site could help to relieve the situation by the installation of a satisfactory on-site piped water system with outfall to adjoining watercourses.

The Broads Authority had asked that the landscaped rear boundary be fenced off from the new gardens backing onto it, and also that permitted development rights be removed for sheds and outbuildings. They also suggested that some units be moved nearer the edge of the courtyard to give more usable back gardens. The Highway Authority felt that more parking was required to ensure the courtyard did not become congested.

The principle of development of the site had been previously accepted, and discussions had continued with the applicant to devise an acceptable layout. The Director felt that the developer had demonstrated that a total of 15 plots could be achieved in a high quality scheme, and recommended approval subject to the resolution of such matters as parking provision. Members expressed a wish to see some two storey housing on the site.

RESOLVED

That planning permission be granted to application W929/14, subject to the resolution of matters of detail including parking provision.
