Application for Change of Use to provide a permanent kart circuit and associated facilities.

The report of the Director of Planning and Building Control reminded members of the full planning history of this site. The main issue of the latest application hinged around the south-eastern boundary of the site. The applicant had been unable to purchase a strip of land from the neighbouring farmer in order to provide the bunding previously suggested. As an alternative a 2.4 metre concrete slatted noise attenuation fence was proposed for this boundary. The Director felt this was an unacceptable alternative given the adjacent open farmland view, and recommended refusal, unless County Highway access requirements could be met, all noise barriers were of 2.4 metre high continuous earth bunding and restrictions on hours of operation and numbers of karts as set out in his report. Worlingham and Ellough Parish Councils had recommended approval.

Members felt that further negotiations between the applicant and neighbouring farmer may yet produce the desired arrangements.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to approve application W3299/14, subject to successful negotiations to provide bunding on the south-eastern boundary of the site, and operating restrictions as listed in the report.
