Application for Change of Use of shops to 14 self-contained flats.

The report of the Director of Planning and Building Control considered the merits of a scheme to convert four mixed use premises into 14 self-contained flats for housing association use. The scheme replaced an earlier proposal for the properties to be used as hostel accommodation in association with the Kirkley Foyer project.

The Director welcomed the proposed changes, which would see the existing shop fronts replaced by entrances and windows reflecting the character of the upper storeys, and recommended approval. As the development was outside the designated shopping area there was no policy objection to the change of use. The Director reported one objection from the South Lowestoft Traders who were disappointed to see more flats in the area, although there was no objection if the flats were warden controlled. The Director felt this was not an issue as the Flagship Housing Group would carefully monitor any tenancy.

The Director confirmed that the proposal met minimum standards on size and amenity space. Car parking standards were below the minimum, but felt acceptable in view of the commercial nature of the surrounding area.

RESOLVED

That planning permission be granted to application W7056/5.
