V27-1036 : HOUSING REVENUE ACCOUNT BUDGET 2000/2001

The report of the Director of Central Services provided a revised budget for 1999/2000 and a draft budget for 2000/01. For 1999/2000 it indicated an increased deficit of £147,000 which would be met from the Housing Revenue Account working balance.

For 2000/2001 an initial deficit of £713,000 was shown, the changes which caused this being set out in the report.

RESOLVED

1. That the revised Housing Revenue Account budget for 1999/2000 showing a deficit for the year of £432,700 be approved.

2. That the Housing Revenue Account budget for 2000/2001 showing a deficit of £713.020 be approved, subject to the following changes in rent, charges and expenditure:

(i) That the following revised weekly charges apply from 3 April 2000: £

(ii) That the following revised garage rents apply from 3 April 2000:

Garages let to Council tenants 4.20
Other garages 4.80 + VAT

(iii) That the rents for dwellings for 2000/2001 be based on the Gross Values at 31 March 2000, including improvements to that date, but further increases due to improvements during 2000/2001, be deferred to 2 April 2001.

(iv) That dwelling rents be increased from 3 April 2000 by an average £1.34 per week and that the Gross Value Multiplier for 2000/2001 be 931.3%.

(v) That the contribution to the Housing Repairs Fund for 2000/2001 be reduced to £3.4 million.

(Councillors Goldsmith and Whitlow declared an interest in the item on garage rent increases and left the room during the debate and decision on that issue).
