V27-103 : PUBLIC ENTERTAINMENT LICENCES - DOOR STEWARDS SUFFOLK SCHEME
The report of the Chief Executive reviewed the progress of the Licensing Scheme for Door Stewards, which had been in operation since 1993.
Details of the structured training system now being used were given, and members were advised of the possibility of extending Waveney's scheme across the whole of Suffolk. The report also highlighted a new piece of legislation which would give local authorities more power to attach conditions to Public Entertainment Licences to tackle the growing problem of drugs misuse.
The Chief Executive made recommendations concerning the above matters. In addition members felt that given the difficult customers and situations handled by Door Stewards, it would be wise to ensure that proprietors had adequate public liability insurance in the case of a customer being injured.
RESOLVED
1. That the Council reaffirms its commitment to the principles of licensing Door Stewards and confirms the conditions as contained in the Guide and Conditions of Licences submitted by the Chief Executive and the Door Supervisors trainers' specification, training programme specification and objectives of training as attached to the Chief Executive's report.

2. That, subject to Section 101 of the Local Government Act of 1972, the Chief Executive be given delegated authority to issue, renew and refuse Door Steward Licences. 3. That the Chief Executive, in consultation with the Chairman of the Housing and Environmental Services Committee, be authorised to appoint an Appeals Panel as and when necessary of a minimum of three members from the said Committee, to be chaired by the Chairman of the Licensing Panel.
4. That the Chief Executive continue the discussions and assistance to the Suffolk District Councils and Borough Councils with a view to adoption of a joint Suffolk Door Supervisors Scheme.
5. That officers enter into consultation with the local police and proprietors of Public Entertainment licensed premises with a view to introducing a scheme and Public Entertainment condition in respect of the Council's responsibility under the Public Entertainment Licensing (Drug Misuse) Act 1998, as outlined in the example from the Cleveland area attached to the report of the Chief Executive.
6. That the Council's insurers be contacted with regard to the drafting of an appropriate condition to be attached to the issue of a Public Entertainment Licence to ensure the proprietor has adequate public liability insurance in the case of a claim being made against a Door Steward.
